I’m assuming this is your post? I'm having trouble finding your exact symptoms, so here are some general questions/things to try.

Is everything hooked up/seated correctly? No screws dropped between the board and the case?

Are you getting any of the 1-2-3-4 diagnostic lights?

Did any of the components you are using (CPU, RAM, etc.) come with this board, or are they all from the original board?

Does the board appear to have any physical damage, or bad capacitors (a common issue with the older 745s)?

all from original board no capacitor damage yes i hooked everything up properly triple checked. no diagnostic light just pure silence as soon as i plug it in. psu is fine though because the dell turns on for about 5 seconds and motherboard light is constantly on when plugged in. no beep codes.
